The second witness, Torquay man Mick Boucher, was kiteboarding on Fishermans Beach late on Saturday afternoon when he saw a kangaroo or wallaby hop on to the beach from the dunes.
Mr Boucher said the animal, which seemed dazed, stood at the edge of the water for about 10 seconds and then started swimming out to sea.
''It was bobbing up and down,'' Mr Boucher said.
About 10 or 15 other people were on the beach watching the kangaroo, he said, including a young girl who tried to swim out and rescue the roo, fearing it would drown.
Mr Boucher said the unfortunate marsupial was about 200m from shore when the shark struck.
He said the predator's back was clearly visible above the choppy waves as it launched its attack.
''It wasn't a huge shark, michael kors femmes,'' he said. ''And it was too far out to see clearly, but it was a shark.
''I couldn't believe it.''
Mr Boucher said he had seen several sharks in local waters in recent weeks. But he was having a hard time convincing people he saw one attack a roo.
One person who paid attention to the shark attack was Carlton footballer Brendan Fevola, who passed on surfing with teammates at Torquay yesterday, according to coach Brett Ratten.
''Fev said 'there is no way I am going out there because there are sharks that eat kangaroos','' Ratten said.
Several Torquay residents contacted the Geelong Advertiser yesterday to report seeing a dead kangaroo on Torquay's Fishermans Beach the day after the attack.
Torquay local Jane Madigan said she was walking on the beach on Sunday afternoon when she spotted the carcass.
Graham Kenafacke, also from Torquay, said he saw the remains of what looked like an adult grey kangaroo on the beach on Monday.
The Great Ocean Road Coast Committee confirmed workers had removed a dead kangaroo from the beach on Tuesday and buried it.
The workers did not notice any significant wounds.
Lara man John Winkler yesterday sent the Geelong Advertiser a photo of a kangaroo swimming across the mouth of the Aire river at Cape Otway in March this year.
